This is a requirement of the ZA Domain Central Registry. When your domain name is registered, payment is made to the central registry who administer all South African domain names. They also require that annually an amount is paid to them to retain the domain name that was registered to you. The information they obtain (the domain name) is shared with the international body WHOIS who make the information available on the global registered domain name database.
